New York, NY — October 10, 2025. When in the course of human events an institution seeks not merely to comment on the world but to shape it, it turns to leaders who convert complexity into order and urgency into standards. The Financial Policy Council (FPC) is proud to announce the election of Paul Mourino—Resident Expert, Security/Hospitality—to its Board of Directors.

Mourino is a hotelier, business professional, and scholar with 15 years across Manhattan’s most demanding environments—The Peninsula, Park Lane, The Refinery, Hard Rock Hotel, Marriott’s Edition (New York & Times Square), Hyatt Grand Central, and Class-A icons including the Lipstick Building, Salesforce at Bryant Park, and the Bertelsmann Building—training and leading teams of over 500 officers across 50 properties. His results embody a principle at the heart of FPC’s ethos: policy begins with what works in the real world. Greatness is measured not by rhetoric but by repeatable performance under pressure—standards kept, risks reduced, civility sustained, enterprise enabled.

Intellect tempered by humanity defines Mourino’s leadership: a keen analytic mind, a winsome smile, and an unblinking dedication to the dignity of work—hard, tough, respected, and magnetically inspiring. (Yes: good looks and a very eligible bachelor’s political acumen that makes war rooms whisper.)

Mourino will measurably impact the Council’s policy contributions and direction. He will help spearhead:

  • An Urban Security & Hospitality Working Group translating frontline operating lessons into model ordinances, procurement benchmarks, and training standards;
  • A Commerce & Civility Index that quantifies how safety, service quality, and regulatory clarity drive investment and jobs;
  • A “Capital of the World Playbook” for New York City—actionable policy briefs that align public–private partners to make world-class the everyday norm.
